A San Diego-based, commercial construction company who takes pride in providing the full spectrum of general contracting services is looking for a motivated and detail-oriented Preconstruction Manager/Estimator to become a key member of their Preconstruction Team and integral part of the company’s future growth.
The Preconstruction Manager/Estimator’s (PME) primary objectives are to assist in providing quality preconstruction services to both internal personnel and clients. He or she is responsible for participating in the preconstruction process, working together with Project Management, our client, and the design team. He/she is also responsible for completing quantity take-offs, preparing cost estimates, value engineering, and communicating with subcontractors to determine the cost of completing a construction project.

Responsibilites

Project Preconstruction

  • Team up with Project Management on Preconstruction Services for projects until the buyout is complete.

  • Participate in pre-bid meetings, bid strategy meetings, and post-construction meetings as requested.

  • Produce progress estimates at design milestones; evaluate material and system costs, review document progress and coordination throughout the preconstruction process.

  • Assist with managing Value Management exercises.

  • Responsible for variance reports, identifying changes to project estimates.

  • Take the pressure off of the Project Manager during project preconstruction.

  • Aid PM during the bidding and buyout process.

  • Establish, maintain and solidify relationships with existing and new clients.

  • Work with Project Management regarding construction practices, techniques, strategies, and procedures.

Estimating

  • Prepare conceptual, schematic, design development, and complete GMP estimates as required.

  • Review proposal specifications, drawings and attend pre-bid meetings to determine the scope of work and required contents of the estimate.

  • Understanding of current trade costs, and cost trends, work with subs.

  • Track and review building estimates and understand building construction costs as they pertain to various types of construction, including building size, shape, height, structure type, skin, relation of building to site, etc. 

  • Build estimating tools, and spreadsheets to provide quicker responses for ROMs to clients.

  • Provide oversight to the development of project budgets, pricing, value-engineering, and presentations and oversee the preparation of estimates into a format for presentation to clients.

  • Ensure that the turnover of a project from preconstruction and estimating to Project Management is done properly with appropriate hand-off meetings and that all information is transferred properly.

  • Prepare, issue, receive and review supplier and subcontractor proposals and pricing.

  • Coordinate with clients on changes in scope, questions, or clarifications regarding the work, during the bidding process.

  • Review budgets and project profitability status and goals with supervision and project team as required.  Seek input on corrective measures to continuously improve the accuracy of cost figures.

  • Act as a resource to Project Management by providing cost information and developing cost estimates for changes in the work, during different construction phases when necessary.

  • Must ensure a solid understanding of and comply with the company’s Code of Ethics principles.

  • Attend and participate in onsite meetings with clients, owners, staff, and subcontractors.

  • Deliver estimates on time.

  • Collaborate with project teams, including architects, consultants, and clients.

  • Maintain positive relationships with subcontractors, vendors, architects, and engineers.

Bidding Process

  • Participate with bid setup, subcontractor bid coverage, and bid day organization.

  • If an estimate is performed, assist Job Captain leading up to bid day, and on bid day with putting numbers together.

  • Assist with providing clear scopes of work to all bidders before sending out ITB.

  • Perform all tasks of the job captain and put together the entire bid package when required.

Requirements

  • 7+ years of experience

  • Construction Management degree required

  • Proficiency with Microsoft Office (Excel, Word), On Screen Take off or other take-off software is desired

  • Excellent written and verbal communication skills; able to work across teams

  • Highly detail oriented

  • A Construction Management degree is desired but not required.
